“It will be a very practical tool. Imagine a mayor of a small municipality who is not a lawyer, yet their work involves a great deal of legislation. The tool we are developing should use AI to compile all legislation related to the operation of municipalities. The mayor will then simply enter a query into the finished AI model and receive an answer,” said Professor Jiří Jakovenko, Vice-Dean of FEE CTU. The model will therefore primarily ease the workload of leaders of smaller towns and villages that do not have extensive administrative staff.
The current task of the FEE experts is to create an AI model into which they will “feed” the relevant range of legislative regulations and laws and “train” it to respond reliably to queries. A prototype of the AI chatbot is expected to be completed by the end of March 2027.
According to the experts, a key innovation of the project lies in the combination of large language models (LLMs), Retrieval-Augmented Generation (RAG), and vector search, enabling the delivery of accurate and contextually relevant responses. Unlike traditional legislative databases, which only provide document search, the Municipal 4.1 model will dynamically interpret regulations and adapt them to the specific needs of a given municipality. The model will also incorporate an advanced computing architecture focused on security and scalability. This will ensure both rapid response times and reliable protection of sensitive data. The system will be designed as a SaaS platform, allowing it to be used in the future as a mobile application, controlled by voice, or integrated with eGovernment systems.
The FEE team also includes Ing. Miroslav Jarý, Ing. Miroslav Falcmann, and Dr Miroslav Balík from the Knowledge Management Centre of FEL CTU. Sofo will provide servers for running the models and will also be responsible for the commercialisation process after the project’s completion. The final model is intended to be widely accessible, with municipalities able to use it for a modest fee.
