Advanced Online Learning Digital Content for Lecturing and Learning

    Currently, all levels and domains of education (primary, secondary, tertiary, and lifelong) are enhanced by the support of information and communication technologies. Teacher-centered model of education is slowly transformed into student-centered model and various innovative pedagogical approaches (e.g., self-directed learning, game-based learning, flipped classrooms, m-learning, microlearning) have been proposed and researched in last decades. Blended learning is no longer closely related to the domain of higher education. However, all of these learning approaches are closely related to study and learning materials and their quality. Student satisfaction with the learning process starts to significantly affect the design of the learning materials and various modern interactive technologies are integrated into them. This article proposes a concept of learning packages that provide variability in learning resources for students to improve their engagement and motivation to learn and perception of information.

Effective creation of interactive educational objects for on-line teaching

    Interactive educational objects, or interactive elements in short, are the cornerstones of interactive teaching. Their use distinguishes “real” on-line teaching, that is teaching that requires interaction of the consumer of education with the educational material in real time, from teaching that only offers the distribution of “electronic (university) textbooks”. Recently, we have been involved in both individual and routine creation of interactive elements for hundreds of interactive educational materials. The paper focuses on the philosophy of using interactive elements in educational materials as well as didactical and pedagogical contexts and impacts. The core of the article focuses on explaining the possibilities of different types of interactive elements usage in on-line teaching as well as their advantages and limitations. The article also describes the technical processing of interactive elements in way, that enables their production in large quantities and excellent quality while keeping low costs.

    This article is focused on the subject Digital technique, which is lectured at the Faculty of Electrical Engineering of the CTU in Prague. The subject is intended for the students of the 2nd grade of their basic study and each year approx. 70 students participate in this subject. Our aim is to continually increase the quality of laboratory measurements by including up-to-date and modern resources (FPGA development boards and kits) as well as interesting and important achievements in this area in order to make the subject as much interesting and motivating for the students as possible. Unfortunately, the last academic year teaching was negatively influenced by COVID pandemic and by various restrictions it caused, especially unpredictable opening and closures of the university for students, which caused the teaching was mostly performed in the online mode. Due to that, we decided to essentially update and transform the content of the subject towards modern resources and with respect to the abovementioned principles. The paper contains the description of these updates and upgrades we performed, especially focusing on the updates of laboratory tasks and experiments. The article describes the necessary prerequisites, restrictions and will focus deeper on laboratory tasks.

Internships of VET Students at Lockdown Time

    In this paper we are introducing results of the Erasmus+ project "Modernisation of VET through Collaboration with the Industry (MoVET)", the main objective of which was to improve the quality of education in technical areas at professional secondary schools by establishing close collaboration between these schools and industrial companies, stimulating students’ interest in technical disciplines and improving their motivation to study. In addition to new materials for teaching and learning, an important role was played by industrial partners of the projects who were expected to back national and international internships of VET students with the help of tailored ECVET (European Credit System for Vocational Education and Training) units; however, due to the pandemic and lockdown, only the very first student exchanges could take place, while the remaining ones had to be replaced by online events. Detailed description of these virtual internships is provided and our experience is summarized.

    We participated in collaborative development of more than six hundred comprehensive online teaching materials for higher professional schools in the Czech Republic. The paper focuses on explaining the procedures and methods that we used to make the development process as efficient as possible, which was necessary with respect to the quantity of the materials and the limited time. Managing the logistics was the key, as several hundred people took part in the project. We are also describing, from the edagogical point of view, the OER structure, its division into educational blocks, and types of educational objects.

    Autoři článku řídili v rámci skupiny paralelně běžících roz-sáhlých celostátních projektů tvorbu velkého množství otevřených digitálních výukových zdrojů; konkrétně se jednalo o přibližně šest set výukových materiálů, na jejichž přípravě se podílelo 680 různých osob – nejen učitelů, ale i odborníků z praxe. Uvedené výukové ma-teriály jsou zaměřeny na různé oblasti vyššího odborného vzdělá-vání; jsou určeny pro studenty, jejich učitele a veřejnost. V článku jsou popsány klíčové procesy a nástroje tvorby, otevřená i skrytá ri-zika a způsoby jejich překonávání, jakož i klíčové výsledky.

    The Universitat Politècnica de Catalunya (UPC), the Czech Technical University in Prague (CTU) and the Universidade de Lisboa have recently undertaken the Engine4STEMers project, a joint initiative devoted to generating a new culture of young STEM graduates willing to assume early-career responsibilities, oriented to satisfy societal challenges. It also aims to provide guidance and motivation to help young graduates adopt early-career leadership and managerial skills. In this context, this short article describes the objectives and content of a short pilot seminar that is currently taking place at UPC and that is dedicated to the concept of service, a central educational tool of Engine4STEMers that aims to motivate students to proactively manage a successful transition from university to the labour market.

    The paper outlines procedures necessary for development of advanced teaching materials in a large scale and describes a tool that can help the individual authors to improve the efficiency of the process through a semi-automated conversion of source documents to a form suitable for presentation on web pages. The tool (in its prototype version) has been already tested within a nationwide project.

    The paper analyzes the constraints of technical means for support of modern distance education systems and provides guidelines how they should be overcome, so that their users can enjoy full capabilities of multimedia and interactive systems in the online environment. A higher development stage of NGA known as Very High Capacity Network, also referred to as “networks for gigabit society, is discussed, which is very closely interconnected with 5G networks that will become a unified environment for connectivity both at a fixed location and on the go. In this paper we attempt to view e-learning from the perspective of application needs, considering various types of content and their specific demands. Special attention is paid to suitable data transmission technologies, their capabilities and the respective services, the quality and parameters of which should be guaranteed by the operators according to objective criteria. Consequently we introduce a flexible multipurpose platform that can be used for experimental verification of Internet connection parameters in the industry as well as in school laboratories.

    This paper describes how a partnership of schools and industrial companies in the field of education and professional preparation focusing on electrical and information engineering can be developed at international and European level, and how to use such partnership in education for international recognition of acquired skills. Our description is based on the implementation of the international project MoVET (Modernisation of VET through Collaboration with the Industry), which represents a Czech-Slovak-Spanish learning base (using English as the reference language) that develops educational materials for new areas, provides – through internships abroad – testing of the acquired theoretical knowledge, and thanks to ECVET learning units also their transformation into the students’ real skills. Last but not least, these skills are internationally recognized (within the EU) after passing an examination.

    This article introduces the concept of Small Cell Cloud (SCC) composed of multiple Cloud-enabled Small Cells (CeSCs), which provide radio connection for mobile User Equipment (UE) such as smart-phones or wearables such as smart glasses. Moreover, CeSCs host computations offloaded from UEs in a way similar to centralized cloud, yet different in its proximity to users. Proposed client-server architecture of SCC conveys mechanisms for moving offloaded computations from the UEs to CeSCs.

    This paper describes EduVirtual experimental system for education that is focused on geography. The system is designed for secondary or elementary schools; it includes a virtual platform and aid for teaching geography using virtual and augmented reality, 360-degree video and other modern e-learning elements. The system is being developed at the STU in Bratislava within the H2020 European project NEWTON (Networked Labs for Training in Sciences and Technologies). The system has already been successfully tested by pupils and teachers.

    The paper deals with the evaluation of the quality of electronic communications services that provide technical background for e-learning systems in the environment of the NGA (Next Generation Access) communications networks. The text is mostly analytical. Firstly, it explains the basic principles and technical capabilities of the NGA networks. Then it examines e-learning as an application area and its individual forms (including services).     The paper describes selected progressive learning technologies and their experimental use in education. It relies on the partial results of the three-year NEWTON project (Networked Labs for Training in Sciences and Technologies) within the H2020 (Technology Enhanced Learning for STEM Education) EU program. It addresses specific modern e-learning methods, analyzing their principles as well as results of their pilot testing in different European countries that should either confirm or refute their pedagogical meaning. Specific methods and technologies discussed in the paper include gamification, 3D technology, virtualization and FabLabs. The individual progressive e-learning methods and technologies are analyzed in heavily heterogeneous pilot environments with regard to the age structure of the target group.

    Multimodal interaction represents a more natural style of human-computer interaction permitting our developed communicative skills to interact with computer systems. It remains a challenging task to design reliable multimodal systems. Employing advanced methods providing optimal performance depends on precise modeling of integration patterns that allows adapting to preferences and differences of individual users. While basic foundation and empirical evidence around these differences has already been described and confirmed in previous research works, introduced measures and classifications seem oversimplified and insufficiently precise to design reliable and robust interaction models. In this paper, results of our study of multimodal integration patterns in systems combining speech and gesture input are presented. Important interaction differences of subjects and their specific multimodal integration patterns were confirmed and completed with our own findings. Based on the obtained results, a new integration pattern categorization is defined and analyzed. The introduced categorization provides more reliable and consistent results in comparison with classifications presented in related literature. Moreover, its generality means it is applicable on other input modality combinations.

    An international project realized by 9 partners from 4 EU countries (CZ, ES, SK, DE) will be introduced in the paper. The main objective of the project is to increase the quality of education at schools using a form that will be highly attractive. Topics are based on 20 different subjects (telecommunications, electronics, automation and related areas). The following types of new-generation learning objects have been developed for students and teachers: explanatory modules, worksheets, tests, explanatory dictionary, and multimedia translation dictionary. These learning objects are described in the paper. Also the quality management of a large international team, as well as the social impact and expectations will be discussed.

Newton - Fablabs As a New Way of Improvement for Education in Technical Disciplines

The content for the system has been authored by experts from several European universities. Improving Response Time Through Multimodal Integration Pattern Modeling

    While researchers have focused primarily on accuracy when addressing multimodal input segmentation, response time (or latency) has been rather overlooked in their work, despite its unquestionable importance. We propose a method of the input segmentation through integration pattern modeling that provides a significant improvement in response time over the state-of-the-art approaches, while maintaining remarkably high accuracy (98–99%). To this end, a new Bayesian Belief Network classification model was designed based on the recent empirical evidence about users’ multimodal integration patterns. The model is employed in a procedure to segment related inputs into multimodal units. Using the introduced procedure the response time can be improved to 0.8 seconds for sequential integrators and even dropped bellow 0.5 s for simultaneous, which represents a relative improvement of 20% and 50%, resp., at the very least. Although demonstrated on a combination of speech and gestures, the suggested approach can be generalized to a broad range of other modality mixtures.

    The paper deals with detection, localization and handling of single-phase-to-ground faults on medium-voltage power distribution lines. Fault location principle of zero-sequence current phase is described. Results of MATLAB simulations are provided. Design of a system for localization of a single-phase grounding fault section in distribution network is proposed. Arrangement of power line communication systems and possible scenarios of using them to solve this type of problems are discussed.

Performance evaluation of computation offloading from mobile device to the edge of mobile network

    Small Cell Cloud (SCC) consists of Cloud-enabled Small Cells (CeSCs), which serve as radio end-points for mobile user equipments (UEs) and host computation offloaded from mobile UEs. SCC hereby brings advantages of a centralized cloud computation to the users' vicinity. The SCC architecture provides a mechanism for distribution of computation demand across the CeSCs. An effectiveness of the offloading is determined based on quality of radio channel between the UEs and the CeSC and predicted computation complexity. In this paper, we introduce an implementation of an offloading framework to facilitate adaptation of mobile apps for the SCC and to handle low-level communication between the app and the SCC. An evaluation of the offloading framework is conducted using Augmented Reality (AR) app, which requires intensive computations and low latency. The offloading framework and the AR app are a basement for the SCC testbed used to proof the concept of the computation offloading. Various computation and radio parameters are investigated to reveal benefits of the SCC. According to the performed measurements, the computation offloading can decrease latency up to 88 % and energy consumption of the UEs up to 93 %.

Cílem existence těchto objektů je zmodernizovat a zatraktivnit výuku na těchto školách poskytnutím velkého množství nezávislých a pro studenty i učitele zajímavých elektronických pomůcek. Součástí projektu je i stmelující příběh, kterému dominuje studentská soutěž – technická olympiáda. Příspěvek popisuje smysl a způsob využití jednotlivých fragmentů, podrobněji se zabývá také jejich popisem. Podstatná část díla je výsledkem tříleté práce cca padesátky odborníků ze čtyř evropských zemí.

Dispersion Compensating Fibres for Fibre Optic Telecommunication Systems

    Chromatic dispersion (CD) of optical pulses in an optical fibre influences their width. It refers to changes in propagation of particular frequency components contained in optical pulses causing extension of optical pulses. The fibre reach is then significantly limited, unless signal regenerators are used. Because the pulse spread degrades optical systems, it is necessary to prevent its origination or to eliminate its results. CD ought to be suppressed or one shall prevent its origination by specialty optical fibres, including both conventional and microstructured optical fibres (MOF). To keep the pulse length nearly constant, it is possible to use Dispersion Compensating Fibre (DCF) that shall be installed at the regenerators that provide amplification, renewal of timing and pulse duration. DCFs have negative dispersion parameter; CD accumulating between regenerators is then suppressed. Consequently, bit error rate could be improved and the fibre reach could be extended.

    Multimodal interaction has been proven as a key to more natural and flexible human-computer interaction. Research of multimodal fusion algorithms still remains highly dependent on usability testing as the only option for their proper evaluation. Usability testing is, however, a very demanding task with many drawbacks hindering further research of advanced methods and more robust algorithms in the domain. In the present research, a novel approach of automated evaluation and testing of decision-level fusion methods is introduced. The key feature behind the approach is modeling of users’ integration patterns derived from a series of existing empirical studies. The proposed solution provides researchers with ability to evaluate their fusion algorithms automatically, and more importantly, without the need of expensive usability testing. Moreover, the method delivers other considerable advantages as a reproducibility of tests, high-level parameterization, and possibility to design a large scale of user models.

    E-learning can be more efficient when training materials are supported by various additional interactive and explanatory tools. One such supporting tool we have developed and implemented in the framework of several Leonardo da Vinci (LdV) and Erasmus+ projects focused on the lifelong learning of experts from ICT area and vocational training. Training materials for topics in information and communication technologies are full of technical terminology and abbreviations. Therefore we provided students with a multilingual and multisensorial terminological dictionary. This paper presents the evolution, modifications and enhancements of this tool throughout the four EC projects. We mainly concentrate on its basic functions and features as well as graphical user interfaces which offer the end users the flexible access to multilingual terminological database. We also explain reasons why we changed its nature in particular projects.

    This paper describes analysis of impulse noise generated by small household appliances. Furthermore we propose a new model of impulse noise based on the averaged power spectrum and the random phase generation with various phase distributions. The Gaussian, Weibull and Log-normal phase distributions were used to generate random phase. As a result of this approach, new impulses appear – they are different in the time domain but in the frequency domain new impulses have the desired power spectrum and the randomly generated phase.

    The paper describes the ways of collaboration between a technical university and a vocational college, its results in pedagogy, coordinated building of technical background, as well as sharing of facilities and lectures. We are focusing on the response from vocational college students and teachers who are involved in the shared education; the results are based on the survey performed during the current academic year. We are also going to mention strategic consequences with respect to the need for increasing attractiveness of technical disciplines and informatics in the society. The project involves many different activities. The first one consists in making the university laboratories open to vocational college students and teachers. Other planned activities include extended education of vocational college teachers at the university, so that they get the most recent knowledge in their areas of interest. Then there is the plan for joint building of laboratories – experts from the university will prepare a set of laboratory workplaces and tasks in the premises of the vocational college and provide the necessary training to its teachers. The international dimension of the collaboration is reflected in a visit of vocational college students and teachers at the European NGN Centre in Bratislava, Slovakia – thanks to a traditional cooperation between CTU in Prague and STU in Bratislava. In order to introduce the university approach to education, there is prepared a special activity: supervising of students’ individual and graduation projects by university lecturers. Students can hereby get new knowledge and dynamic impulses that may result in substantially higher quality of the projects. Students can also compete for special scholarships offered to the authors of the best projects. Another topic of the paper is related to the benefits that the described collaboration brings for the university.

TechPedia - The New Resource of Knowledge for Technical Disciplines

    In recent years we have been facing substantial decrease in the number of young people who are interested in study at technical universities, including the branches of electrical and information engineering. One of the promising ways is establishing of close contacts with secondary schools, or even directly with their students. Our objective is to win their interest and motivate them, so that they decide to study technical disciplines. The paper uses an example of a case study to describe possible ways for increasing of secondary students’ interest in studying at technical universities and provides some interesting results of their pilot testing.

Increasing the Level of Vocational Education in European Scope

    The paper introduces the ideas, implementation and results of the “Innovative Methodology for Promising VET Areas” (IMProVET) international project within the Lifelong Learning / Leonardo da Vinci / Transfer of Innovation program.     Mastering of multimodal input processing requires in-depth domain knowledge as well as extensive engineering and development skills. Moreover, time- and resource-demanding implementation of large infrastructure along with other supportive tools is necessary in order to provide desirable background, facilitate rapid prototyping and allow further research in the field. To address these requirements and offer solid basis and foundation for development of multimodal interfaces that is publicly available, we propose a multimodal interaction framework Manitou, which represents a feature rich and flexible system with advanced architecture, pluggable interfaces and extensive scripting capabilities. The framework also provides an additional web browser plugin exposing its functionalities to the web environment and related library for integration with Google Web Toolkit.

    At present time, technical universities suffer from a huge decrease of students’ number. This situation has many negative consequences, from dramatic reduction of financial support to successive atrophy of education as a whole. Moreover, in the horizon of several years we have to expect the lack of young prospective engineers entering the job market. This may lead to lower competitiveness of the domestic industry in the European as well as the global context. Therefore it should be a priority of technical universities to attract the attention of future students by all means in the early stage – at secondary or even elementary schools. At the Department of Telecommunication Engineering there are currently running two projects focused on establishing of links with secondary schools. The paper describes particular means, methods and approaches of this cooperation.

    Although research in the field of multimodal interaction processing has gained momentum, almost no attention has been given to the evaluation of multimodal fusion engines and their aspects. Attempts to fill this blank area and provide such an evaluation tools were recently proposed. Unfortunately, none of those tools offer equipment to model users’ behaviour and neither capture nor try to imitate interaction patterns observed within empirical studies and examinations. We argue that the lack of this important component prevents from accurate testing and limits precise evaluation of multimodal systems. To this end, we propose the most common interaction patterns and summarization of a broad guidance for appropriate modelling of users’ behaviour in the course of multimodal interaction. Finally, we identify and suggest a set of evaluation criteria and important metrics with detail instructions for their proper measurements.

    Multimodální e-learningová platforma ManiTutor představuje inovativní systém a nástroj pro podporu elektronické výuky. Umožňuje zapojení multimodální interakce při práci a ovládání výukových opor vedoucí k zatraktivnění, zefektivnění a kvalitativnímu posunu e-learningové výuky na vyšší úroveň. Součástí platformy je mimo jiné také statistický modul, který přináší nepostradatelnou zpětnou vazbu od studentů, a to jak přímou cestou pomocí systému zpráv, tak cestou nepřímou díky sledování a statistickému vyhodnocování různých událostí a studentské aktivity při elektronické výuce. Primární cílovou skupinou jsou studenti středních odborných škol v pěti partnerských zemích, nicméně využitelnost výstupů projektu je díky jejich vhodně zvolené modulární koncepci mnohem širší.

    Příspěvek popisuje návrh a realizaci nového konceptu výuky, který byl pilotně vyzkoušen na Katedře telekomunikační techniky ČVUT v Praze, Fakultě elektrotechnické. Nový koncept výuky spočívá v zavedení projektových měření, ve kterých si studenti sami stanovují konkrétní cíle své práce. Projektová měření nahradila dosud používaná laboratorní měření. Další podstatnou změnou v pojetí výuky je časově flexibilním rámec, který umožňuje studentům vytvářet si rozvrh výuky podle jejich možností a schopností. Důležitou částí příspěvku je vyhodnocení zpětné vazby od studentů.

M-Learning System Implementation and Features

    The article offers an insight into specific features of mobile e-learning (m-learning) in terms of technical implementation, available platforms and their related problems, and evaluates the practical experience. It also summarizes reasons for introduction of mobile learning and analyzes available options for its technical implementation. Specific example is used to demonstrate practical use of m-learning courses - learning of English language for a defined group of recipients within an international Leonardo da Vinci pilot project "M-Learning for the Young People (Students) at Risk Groups (MLARG)". Substantial part of the text is dedicated to the analysis of typical functions available in an m-learning system and to the discussion about its advantages, disadvantages and limitations, mainly in relation to the properties and features of conventional e-learning environments. The expected development of m-learning technologies is outlined in the context of modern learning methods.

    The purpose of this paper is to introduce mobile learning (m-learning) as an interesting application of modern communication technologies and truly ubiquitous computing, but also as an alternative to conventional distance learning approaches that rely on standard computers.     Článek popisuje základní terminologii a koncepty multimodální interakce z pohledu využití v oblasti e-learningu. Multimodální interakce zapojuje různé smysly uživatele k ovládání počítače. Dostupná zařízení, nejmodernější technologie a algoritmy poskytují dnes dostatečné výpočetní prostředky pro mnoho nových možností multimodální interakce. Opakovaně bylo prokázáno, že kombinováním více modalit oproti jediné přináší vyšší efektivitu i mnoho dalších výhod. Možnosti různých modalit jsou diskutovány nejen vzhledem k potřebám a případným handicapům uživatele (např. různé druhy postižení), ale i vzhledem k prostředí a samotnému předmětu výuky pro dosažení efektivnějšího a rychlejšího pochopení souvislostí. Článek představuje dostupná zařízení a softwarové nástroje pro podporu výuky včetně našeho inovativního multimodálního webového prohlížeče. Rovněž jsou uvedeny možnosti integrace multimodální interakce do výuky.

Nové e-learningové prostředky pro oblast průmyslové automatizace a elektronických komunikací

    Příspěvek představuje dva online kurzy - "Teleinformatika v průmyslové automatizaci" vytvořený v rámci již uzavřeného mezinárodního projektu, který je učen zejména pro účely rekvalifikace, a dále kurz nově vznikající, jenž je primárně zaměřen na výuku v oboru průmyslové automatizace na středních technických školách. Oba kurzy by společně měly tvořit ucelenou dvoustupňovou online vzdělávací platformu. Kurzy jsou doplněny multimediálním slovníkem odborných výrazů a výkladovým slovníkem. Kromě toho je k dispozici offline verze, u nového kurzu pak bude k dispozici i verze pro čtečky elektronických knih. Online studium je vedeno tutory. Hotové kurzy budou výsledkem řešení projektu z programu celoživotního učení EU - Leonardo da Vinci s názvem Innovative Methodology for Promising VET Areas (IMProVET).

    Voice modality has a great potential to enrich standard WWW user experience, offer higher efficiency and overcome limits of visually impaired users. However, creating voice driven application is currently complicated due to requirements of specific software and skills. To overcome this, we propose novel architecture for large scale development and deployment of voice driven applications. Another contribution of this paper is performance evaluation to verify usability of voice driven applications in home environment. Various kinds of background noise were analyzed in order to determine possible drawbacks of speech recognition. Results were investigated and discussed to find out possible causes and further improvements of voice dialogs.

    IPTV is a multimedia service, which transmits television and radio broadcast over an access network (local telephone line). Today, this service is usually carried over DSL connections. This method of data transmission is influenced by various types of noise, which degrade the quality parameters of the transmitted signal. The new laboratory includes quality assessment of a video signal in IPTV, which is transmitted over ADSL2+ technology.

Prioritization of Data Communications in Wireless and Switched Networks

    A workplace for education and testing of prioritization in data communication over wireless and switched networks based on Ethernet and TCP/IP has been designed and implemented at the Department of Telecommunication Engineering. In its current configuration the workplace offers objective comparing of Quality of Service implementation in wireless networks based on 802.11 standard with support for IEEE 802.11e and in WiMAX according to IEEE 802.16-2004 standard. The design of the workplace enables easy supplementing of other transmission technologies and networking protocols.     IPTV is a system where a digital television service is delivered by using IP packets over broadband network infrastructure. Transmitted video streams need priority running in queue with other services in the provider's network. QoS mechanisms allow the best way to transfer to different traffics through the network. Consumers want their image to be visually excellent; it is specified as user's quality of experience (QoE). IPTV presents high demands in the network such as is high bandwidth, low tolerance to jitter and packet loss. The media delivery index (MDI) indicates problems generated in the network. MDI gives an indication of real expected quality video.

    As we look at the environmental issues from the viewpoint of overall technical progress, we should give, as soon as possible, the same priority to the issues of electromagnetic compatibility (EMC) in the context of teleinformatic systems development. Due to its interdisciplinary nature it requires specific approach within the educational system since it introduces substantial benefits for the developing information society, mainly in the areas of teleinformatic systems reliability and human health protection. The educational process must respect both the said interdisciplinary nature and also the specific approach with respect to the individual engineering branches, including the possibilities of technical equipment for laboratory education. Also the hygienic aspects of EMC cannot be omitted. It is necessary to bring enlightenment to the wide public, but also to improve the approach to education and training of prospective specialists for the industry.

It shows that the situation is not very optimistic (especially in non-technical areas) and looks for the reasons. On the basis of this evaluation it offers also some ideas and possibilities how to make e-learning popular with most teachers. One of the possible solutions is a specialized web portal serving for support and promotion of e-learning. Such portal is operated by CESNET association, which unites majority of universities in the Czech Republic, in cooperation with our Department. We describe specific functions of the portal, as well as its principal aims and purposes.
