District heating sector in the Czech Republic: Status, challenges and perspectives

    The paper provides an overview of the current state of the district heating sector in the Czech Republic with special focus on barriers for future development. The EU objectives, which the Czech Republic must gradually adopt in its concepts, constitute new and more specifically formulated challenges than in the current energy concept. The five dimensions of the Energy Union, that has been introduced by Regulation 2018/1999 and that will shape the future of energy sector, are briefly described. Last, but not least, the economy of heat production is discussed, with special focus on the influence of emission allowance price on final heat price.

Economic Evaluation of Energy Storage Using the Power Deviation Prices - the Load Diagram Pricing Method

    The issue of evaluation of energy storage systems is currently a widely discussed topic. However, the economic evaluation methodology using load diagram pricing has not yet been satisfactorily resolved. There are several methods that can be used and we have chosen the approach using the deviation prices and energy exchange products. Our optimisation method uses previously mentioned products and is simplified to be feasible to complete calculations with standard hardwareand commonly available spreadsheets. Detailed analyses of probabilities of electricitysystem deviations in the Czech Republic were conducted and resulted in the developmentof a stochastic model used for deviation/counter-deviation pricing. Finally, weverified our pricing model on a case study of battery energy storage in combinationwith photovoltaic power plants. The preliminary results show that, under currentelectricity market conditions, the economic benefits from energy storage cannot covereven the operating costs of the storage system. Therefore, several measures that couldimprove the economic balance of storage systems are suggested.

    The paper describes the results of technical study demanded by the Czech System Operator. The main goal of the study was an improvement of medium term planning process of ancillary services purchasing. The market with these services was quite volatile in the past several years and system operator had major problems with cost planning and budgeting. A substantial volume of the services is bought in advance, usually in three-year period. The important aspect of decision process is whether the current price is a bargain, or whether it is better to wait for more favorable price in the future.

    The text is aimed to present the issue that is in the border of theory and practice. The research team was asked by the municipality of city Koprivnice to develop the economic scheme of Public Private Partnership project (PPP project) which deals with the project of centralized heat supply of the centre of the city. The team has faced the problem to evaluate economic comparators. The municipality advantage is risk diversification between public and private part to split the overall risk to the components that each part will manage risk component by their best way. In other words the total risk for customers is minimized. The method of economic valuation of risk is the key factor for decision making process and can highly influence the chosen variant.

    The crucial point of PPP project success lies in the distribution of risk. The private sector is very good in resistance against some typical types of risk why the public sector is able to handle other types of risk. If the contract between these too subjects distributes risk properly, both sides are able to win. The authors aimed to create such formula for heat price calculation that will balance the risk for heat supplier (concessionaire) and consumers.

Nákladová úroveň nových zdrojů elektřiny včetně nákladů kapitálu a přiměřeného zisku je pro výrobce elektřiny vodítkem při rozhodování o investicích do rekonstrukcí stávajících zdrojů nebo výstavbě nových zdrojů.

Modelling the Future Biomass Price - Case Example of the Czech Republic

    The price of the particular forms of biomass that is expected to be used for energy purposes (production of electricity and/or heat) is influenced by many different factors. These factors can be divided into two major categories - factors on supply side and factors on demand side. Typical factors on supply side are: subsidies and other types of support, technological development, changes in market prices of inputs. The most important factors on demand side are: ecological taxes imposed to fossil fuels, price of emission allowances, regulatory measures from the side of the government restricting the use of certain kinds of fuel. Others factors on demand side are the regulatory measures from the side of the government increasing the advantageousness of biomass use - for example increase of feed-in tariffs of the electricity generated from RES, price changes of classical energy sources - oil, gas and esp. in the case of the Czech Republic of domestic brown and hard coal

What are the Major Barriers of RES-E Penetration in the Czech Republic?

    Support scheme based on Act 180/2005 created system conditions for RES-E project development. But different barriers slow faster development of this branch down. Application of uniform rules in methodology of feed-in tariffs and green bonuses setting can result in worse economic condition to run these projects in case of small and medium enterprises (incl. municipalities). But economic support scheme is not only one decisive factor for RES-E project development in the Czech Republic. Other barriers should be analyzed and systematically eliminated.

MARGINAL COST OF FUTURE ELECTRIC ENERGY SOURCES IN CR

    The research team of the department of energy economics was asked to make the calculation of the possible future power stations in the Czech Republic. The team members analyzed both the investment and the operational cost of the following sources: nuclear, hard coal, brown coal, gas - single and combined cycle. The gathering of the future cost was the most important issue of the study. The input costs were used to calculate the aggregated fixed and variable cost of the electricity sources by the economic model. The previously mentioned sources were dispatched to forecasted load diagram and the total electricity cost was calculated with the cooperation of research centre EGU Brno. The cost should be used in Energy Regulatory Office to set the marginal (maximum) electricity prices in the near future. The new energy environmental tax was taken in the account in the calculation and the influence of the tax to the total marginal cost was analyzed. The final costs and diagrams are presented in the final paper.
